What are “valuation sites”?  And what does it mean by “meta-indexed”?

Examples of some major valuation sites are alexa.com, cubestat.com that give values of your site.  Meta-indexed means their URL combined with your URL is indexed in the search engines.  For example, http://www.cubestat.com/www.yourwebsite.com will be indexed rather than a link on their sites.  These are the best kinds of websites to increase your Alexa ranking.

How long till I can expect to see the result?

It usually takes about 2 weeks (give or take) to see the increase in your Alexa ranking.

Can I order more than once for the same domain?

No, its not recommended because these are the same list of websites.  What these sites do is they dynamically create a new page for your site and once created, its a waste of your money to do it again for the same domain. Feel free to do it for your other websites though:)
